The Finance Department is responsible for the management of the Town funds. The department is responsible for daily accounting activities and the collections related to charges for services in the form of our monthly utility bills or other services rendered by the Town. The hours for the department are Monday through Thursday from 8:00 am - 5:30 pm; and on Fridays from 8:00 am - 12:00 pm. These extended hours are to provide an opportunity for our citizens to come by after work to conduct business with the Town. The department also is responsible for the sale of Cemetery plots in the municipal cemetery. The Town Clerk is responsible for taking and preparing the minutes of the Council and maintaining the Town’s records. The Finance Department is comprised of four employees, including the Finance Director/Town Clerk, Accounting Services Manager/Deputy Town Clerk, Billing Clerk, and the Collections Clerk.

Easy Pay is a new payment option for La Grange Electric Customers that allows you to pay as you go and manage your usage and payments. It works much like a pre-paid cell phone. Simply sign up, pay ahead, track your usage, and buy more "time" as you need it. Best of all, no deposit is required and you can eliminate late penalties and disconnect fees.
- You can check your balance online or by phone
- Receive convenient phone or email alerts letting you know when your balance gets down to the amount you choose.
- Add to your balance by credit card online or by phone at Town Hall; or with cash or check at Town Hall.
- No deposit is required.
- No late penalties or disconnection fees, as there is no specific due date.
- Pay your bill in amounts you determine when you can, all you have to maintain is a positive balance in your account.
Traditional Billing
Our traditional billing option is the most commonly used payment method by our customers, and that of most utilities. Customers utilizing traditional billing pay their bills after the have used the energy, water, sewer, and garbage.
- Customers establishing a traditional payment account are required to post a deposit with the town.
- Customers that produce an eighteen month payment history with no disconnections and not more than two delinquent payments in the period are required to post a $100 deposit to establish an account.
- Customers without a credit report from a utility representing the most recent eighteeen month history or a poor payment history are required to post a higher deposit amount.
- Customers utilizing this payment option are billed for their usage generally between the 16th of the month and the 15 of the current month.
- Bills are mailed at the end of the month and are due upon receipt.
- Bills paid after the 15th of the month are considered delinquent and are subject to late penalties.
- Bills paid after the 20th of the month are subject to additional fees and disconnection.
- Payment in full is required for customers utlizing this plan.
- No extensions are available.
Equal Billing
The Equal Payment Plan is designed to ease the impact of higher seasonal electric bills for residential customers. It spreads bills into 11 equal monthly payments - helping customers plan ahead in that you know exactly what your monthly payments will be. It does not lower or raise your annual utility bill.
- Customers establishing a traditional payment account are required to post a deposit with the town.
- Customers that produce an eighteen month payment history with no disconnections and not more than two delinquent payments in the period are required to post a $100 deposit to establish an account.
- Customers without a credit report from a utility representing the most recent eighteeen month history or a poor payment history are required to post a higher deposit amount.
- Customers utilizing this payment pay the same amount for energy over the year, but pay equal payments based on their previous years usage (a minimum of one year of usage history at the current location in order to get a good estimate of the customers usage).
- Bills are mailed at the end of the month and are due upon receipt.
- Bills paid after the 15th of the month are considered delinquent and are subject to late penalties.
- Bills paid after the 20th of the month are subject to additional fees and disconnection.
- Payment in full is required for customers utlizing this plan.
- No extensions are available.
- To qualify for Equal Billing, customers must not have more than two delinquent payments in the previous twelve (12) months and no disconnections.

- Click on the "Register Here" link.
- Input your First Name, Last Name, and Email Address, then click "Save¨.
- An email will be sent to you with a temporary password.
- Click "Return Login Page¨
- Input your User Name and Temporary Password. (Note: Your User Name will be your email address)
- Once you are logged into Online Bill Payment, you will be prompted to change your password. Follow the on-screen instructions to establish a new password.
- Now you will be required to link to your account(s). Click on "Link Another Account¨. You are only required to link to your account the first time you sign in. Thereafter the link will already be established. (Customers with multiple accounts may link to more than one account with a single user name.)
- Enter your account number from your bill.
- Enter your tenant number from your bill.
- Enter your account PIN. (Your account PIN is by default the last four digits of the Social Security Number on the account. If you do not have a Social Security Number on file you will need to contact Town Hall at 252-566-3186 to have a PIN established for you.)
- Enter an Alias for your account. (An alias is simply a name that you choose for your account that you can easily recognize rather than using an account number. Customers with multiple bills will use alias names to differentiate among accounts. The recommended alias is your address as in the example above. Another example might be: 201 S. Main St. Irrigation)
- Click "Cancel¨ to go your account.
- We are pleased to inform you that you are now able to make online bill payments and view your payment and usage history through any internet connection.
