Chapter 31 - Storm Sewer & Grass Clipping

Be it ordained by the Town Council of the Town of La Grange, North Carolina, that the Code of Ordinances of the Town of La Grange, Chapter 31, Storm Sewer and Grass Clipping Ordinance be created and adopted as follows:

Section 1. The Town Code of Ordinances shall be amended to include a newly created/adopted Chapter 31, Storm Sewer and Grass Clipping Ordinance for the Town of La Grange to read as follows:

Section 31-1. To provide for the health, safety, and general welfare of the Town of La Grange by regulating to the maximum extent practicable the discharge of unacceptable materials into the storm sewers of the Town, and in recognition of the fact that such materials can cause obstruction to the Town’s storm sewer system, particularly following precipitation events, resulting in ponding that creates an environment conducive for mosquito breeding, requires the Town to incur the expense of cleaning out storm drains and storm sewer lines, and causes other nuisances, the La Grange Town Council does hereby ordain that:

Section 31-2. It shall be unlawful for any resident or non-resident person or persons or businesses to rake, mow, blow, sweep, place or deposit any garbage, debris or refuse, including, but not limited to grass clippings, shrub clippings, tree leaves, pine straw, garden waste, vines, trees, brush, limbs, ashes, earth or sod, rock, gravel, or any other items that can cause obstruction to the Town’s storm water system onto the pavement or into the gutter of any public street within the Town of La Grange.

Section 31-3. Any person found in violation of this ordinance shall be issued a Civil Citation in the amount of $100.00 penalty by an authorized law enforcement officer, the Town Code Enforcement Officer, Public Works Director, or Town Manager. The violator will immediately cease the violation.

Section 2. All ordinances or parts of ordinances of the Town of La Grange which are in conflict herewith are hereby repealed to the extent of such ordinance.

Section 3. This ordinance shall be effective upon its adoption.
